You draw a light crossbow back by pulling a lever. Normally, operating a light crossbow requires two hands. However, you can shoot, but not load, a light crossbow with one hand at a –2 penalty on attack rolls. You can shoot a light crossbow with each hand, but you take a penalty on attack rolls as if attacking with two light weapons. This penalty is cumulative with the penalty for one-handed firing.

I won't argue that a dex based warrior wouldn't have some advantages over a str based one. But right now, the dex based person can't even hope to compete with the damage a str based person does. Even with a feat like this, the str based would still do more damage. This just brings the dex based warrior a little closer. I agree with ruleslawyer. Find a way to increase your crossbow base damage up to 2d8 from 1d10 then vital strike away. Gravity Bow should do the trick. This is very feat intensive build. I suggest Fighter or Ranger with the Crossbow combat style. Good thing about fighters build is that you get +8 extra damage from weapon training and weapon specialization feats. Only the gunslinger adds dex to damage with a crossbow, and only at lvl 5 with a certain archetype. You can use hurricane bow with a crossbow. The big thing with a crossbow is you can dump strength and not take a hit to damage, and you can still eventually get all the rapid-shot stuff like a normal archer would.
